We all know and understand that Victor and Becker were kidnapping people and harvesting organs with the help of the Cracha Preto. However we dont understand how any of this was supposed to be blamed on to Max.
As far as I can gather, Max was meant to take the blame for failing to protect the Brancos, not the harvesting operation. He was there to draw attention away from Victor and Becker's schemes. Victor was going for the 'Law & Order' ticket, so having his family attacked by gangs, as well as getting his hands on Rodriguez's money to further fund his campaign, would work out well for him.
I believe they purposefully chose Max to protect Rodriguez; someone who, upon subsequent investigation, nobody would be surprised failed. Being a fat, alcoholic, pill-popping gringo with a history of violence, he fits that category... at least, on paper. Victor had a number of schemes going on to make the money he needed (harvesting, intercepting the ransom etc) so, the fact that Max lost Rodriguez and subsequently nailed not only all the gangs but the harvesting operation too, meant that Victor didn't have to clear up his 'paper trail', so to speak.
Max himself got further and further involved because he was transferring his past tragedies on to this particular mess, hence:
"Another pile of bodies and still nothing to show for it. It felt like I was detaching; that maybe this was revenge for something else; something deep in the past."
At least, that's what I got from the game.
